As for some artist comments, you may notice I tried out a new shading technique. I actually mixed both soft and cell shading together. I thought this was actually pretty fun to do. I've never drawn a cake and can't draw cakes for SHIT. I know the anatomy is funky, and I'm sorry. I'm still practicing. It's hard sometimes, and yeah...I won't go any further. xD Anyway, hope you guys enjoy this as well as the birthday girl!

It looks cute, but the anatomy really throws me off :< Even as a chibi, chibis need to look somewhat proportionate too, don't you think? Her feet are in an awkward position and her upper body doesn't match the shoulder width/overall body. Her head looks a tad too wide, but thehair is cute. The cake lacks perspective and the "bite" mark on the cake looks very unreal XD
The color scheme is nice, though, and your coloring is pretty nice. Try avoiding from going to white -- > black, though. Instead, try to change the hues of the color :>
